Action 1 — Veto Restraint in Atrocity Cases

Prevents paralysis in the Security Council during genocide or war crimes.
Calls on Permanent Members to voluntarily abstain from veto use in atrocity contexts.
Anchored in the Liechtenstein Mechanism and ACT Group diplomacy.
Seeks to restore conscience and credibility to UN decision-making.
