  • ISO3 / ISO2 Code – Official ISO 3166 codes (e.g. FIN / fi).

  • Region – UN geoscheme region (e.g. Northern Europe, Western Asia).
  • ISO Part of UN Nation – Yes / No.
  • Part of UN Nation – “UN Member”, “Observer”, or administering state.

B. Accountability & Protection Indicators

These fields reflect state conduct in relation to protection, international law, transparency, and response to crises.

Supported_Veto_Restraint_Initiatives Check ACT Group participation or support for French/Mexican veto restraint proposal. Use examples: Yes – ACT Code of Conduct, Yes – French/Mexican Proposal, or No – Opposes.
Humanitarian_Carveouts_Support Record whether the state co-sponsored or voted in favor of UNSC Resolution 2664 or similar measures. Use: Full Support – Sponsor / Supported UNSC 2664 / Opposed.
Peacebuilding_Mediation_Funding Use PBF or OECD records to classify: Tier 1 Contributor (Major), Tier 2, Tier 3, Recipient Only.
Response_to_Mass_Atrocities Based on voting patterns, condemnation records, or participation in accountability efforts. Use: Leader / Supporter / Mixed Record / Obstructor.
Accountability_Transparency_Level Use Transparency International, ICC/ICJ cooperation, and treaty compliance. High Transparency / Medium / Low.
Participation_in_ACT_Group Yes – Active Member / Yes – Founder / No.
Overall_Moral_Accountability_Score Leave blank unless auto-calculated using the validated scoring methodology (now referred to as the Accountability & Protection Score).
